A South Korean black ops agent, Section Chief Jo (Zo In-sung), travels to Vladivostok after an informant in his HUMINT operation is killed while tracking an international crime network in Southeast Asia. There, he recruits Chae Sun-hwa (Shin Se-kyung), a North Korean restaurant worker, as a new intelligence asset.

Meanwhile, North Korean State Security officer Park Geon (Park Jung-min), sent to investigate a border disappearance, uncovers possible ties to the North Korean Consul General, Hwang Chi-sung (Park Hae-joon). As their paths converge in Vladivostok, suspicion deepens and each is forced to make a choice that could change everything.
