MND(Ministry of National Defense) tries to find the CD-ROM copy containing the files, but the case appears to be unsolvable. They focus on the insiders, and the usual suspects include 'Scorpion-A-team’, a squad that suppresses terrorism. Kang Min-Sik(JANG Dong-jik), a sub-leader in Scorpion-A-team, has natural leadership, and is the best specialist. He has a sister, Kang Ji-Young(PARK Yae-jin) who lost her sight as an infant. They feel sympathy and love toward each other through recorded tape letters. Yoo Sung-Joon(KIM You-suk), a leader in Scorpion-A-team is Min-Sik's friend as well as his best comrade. After the incident in ADD, a State of National Emergency is declared and Scorpion-A-team's families and Ji-Young's mother is killed by mysterious characters.
